Joe O’Rourke, President/CEO
Joe is responsible for both the Community Developmental Disability Organization (CDDO) and the Community Service Provider (CSP) functions of New Beginnings Enterprises. He oversees the daily operations of the CDDO and CSP and meets with department heads from each on a regular basis. Regular training of staff and board members is an essential task of the President/CEO. Another core responsibility of the position is providing the New Beginnings Enterprises, Inc. Board of Directors with regular information related to staffing, finances, operating reports, and short and long range planning. New Beginnings is currently in the beginning stages of creating a strategic plan to assist in short and long range planning. And finally, Joe is involved with local, state, and government representatives regarding funding issues that impact New Beginnings and its ability to serve individuals with developmental disabilities.
Rachel Crigger, Director of Services
Rachel is responsible for oversight of adult HCBS programs, including day services, residential supports, in-home supports, and employment. She is also responsible for our Positive Behavioral Support Planning. Rachel was the driving force behind improving our Therap documenting process and many of the tools now used by our case management team. She now takes the mission and philosophy of our agency to the teams that work directly with the people we support to ensure the quality, dignity and choice that we are known for.
Kirbie Hutchinson, Director of Finance
Kirbie manages all of the Financial, Administrative and internal IT Support for New Beginnings Enterprises, a 501( c )3 company. Kirbie also oversees the Elk County Development corporation that maintains our Group Home in Moline which is HUD subsidized. She is responsible for the day-to-day management of the finance department, including billing, payroll, accounts payable, account receivables, representative payee services, and state reporting. Kirbie also prepares New Beginnings annual audit and compiles the annual budget.
